The Disk Defragmenter bundled with Windows is far from full featured. There is always going to be a place for 3rd party defragmenters that can make up for the limitations of the built-in Microsoft defragmenter. You are correct that the XP Disk Defragmenter requires 15% free space in order to work. Although, this is not the case for the Windows Vista defragmenter.

For a truly efficient automatic defragger, I prefer to use one like Diskeeper 08. Its automatic and also shows the fragmentation stats. I miss the GUI in Vista (which was present in XP) The new DK tool also defrags if by any chance you have less than 15% free space.
